How to File a Complaint in Consumer Court ?

Who is a Consumer?
According to the Consumer Protection Act, 2019:
A consumer is someone who buys goods or avails services for personal use, not for resale or commercial purpose.
When Can You File a Complaint?
You can file a consumer complaint when you face:
Defective goods
Deficient services
Overcharging or unfair pricing
False or misleading advertisements
Delayed delivery, damaged product, etc.
Where to File the Complaint?
Consumer courts are divided into three levels, based on the value of the goods/services:
1. District Commission – up to ₹50 lakh
2. State Commission – ₹50 lakh to ₹2 crore
3. National Commission – above ₹2 crore
You can file a complaint in the district where the buyer resides, or where the seller operates.
What to Include in the Complaint?
Your complaint should clearly mention:
Your full name, address, phone number
Details of the product/service
Description of the problem/defect
Proof of transaction: bills, receipts, screenshots, communication
The relief/compensation you are seeking
Signed declaration that the details are true
Attach copies of evidence, not originals.
How to File the Complaint?
Offline Method:
Write your complaint on paper in clear language (preferably English or Hindi).
Submit it along with a ₹100 postal order or court fee.
Send it to the District/State/National Consumer Commission by registered post or submit it in person.

1. Register your consumer account
2. Fill in complaint details
3. Upload supporting documents
4. Submit online + pay minimal court fee (based on claim amount)

No Lawyer? No Problem.
Consumer court allows you to file the complaint yourself (party-in-person). Lawyers are not mandatory.
Time Limit to File
You must file your complaint within 2 years from the date of the incident or discovery of the defect.
Fee Structure (as per 2019 Act)
Up to ₹5 lakh → ₹200
₹5–₹10 lakh → ₹400
₹10–₹20 lakh → ₹1,000
₹20–₹50 lakh → ₹2,000
